The only thing known about the sniper is that he or she has uncanny accuracy with a rifle. This rare talent was demonstrated when the Sniper shot Gambino from Durem while he was atop his extremely tall tower. This feat would require a hand as steady as rock and a very good aim, certainly indicating that the Sniper is skilled.
It is assumed that the same person shot both Ian and Gambino, but there is no solid evidence. Because of this, there have been very heated discussions as to who the Sniper actually is, whether the Sniper works alone and the reason behind these crimes. The only people thus far that are clear of being the Sniper for the first shooting are: Johnny K. Gambino (the Victim), Gino Gambino (who was standing right in front of him, but some still think that he secretly was the shooter), Cindy Donovinh (who was in the helicopter above the disaster), and her pilot, Mike.
In the second shooting the persons incapable of being the sniper are Vanessa, Sasha and Moira (all three of which were standing right in front of Ian) Cindy Donovinh (who seems to actually want to look for the Sniper) Rufus, DBot and Judgebot (all standing in front of him). Everyone else, From Bankers to Hat Shop owners are fair game for the theorists.

The sniper shot both of the victims from atop the Durem clock tower and in the same part of the body. These shootings occurred at the same time of day and at the beginning of an emotional moment for the victim. Specifically, the Sniper strikes at noon, and at a high point of the victim's life (the noon of their life?). Gambino was shot before he could embrace Gino, who had just regained his memory. Ian was shot just before he could tell Sasha how he felt about her. Some have said that the sniper had no intention of killing Ian, as a sniper who could shoot someone as far away as Gambino in the first shooting and who had a vantage point like the clock tower would have no trouble making a shot to the brain, heart, or any other vital organ. This is why some believe that the attack was more of a warning than an assassination attempt. But some may also believe that the sniper may not have been the same person meaning that they had different skills with the rifle.

In the Gaia animated short "MMVII", Vladimir Von Helson tasks a white haired vampire-type creature named Zhivago with eliminating Ian, Gambino, and Edmund. In doing so, he threatens Zhivago and mentions he has failed him in the past. Louie Von Helson enters and reaffirms that Zhivago has failed twice. (Once for Ian, once for Gambino?). Also in the manga "Damian", Vladimir hands a rifle to someone he calls "Zhivago". In MMVII, Flower of the Night, Louie refers to Zhivago as a "sniper" as well. These events present strong evidence to Zhivago being the identity of the Sniper.
